Bucharest Awards €1.82 Billion Metro Line 4 Extension Contracts to International Construction Consortia
Romania has taken a major step toward modernizing urban transport with the award of two large-scale contracts for the extension of Metro Line 4 in Bucharest, connecting Gara de Nord to Gara Progresul. The contracts were issued by the Sector 4 City Hall (Primăria Sectorului 4 București) following an open public procurement procedure under EU legislation.
The tender award, published in February 2026, marks one of the largest public transport infrastructure contracts in Romania’s recent procurement history.
Project Overview and Total Contract Value
The metro expansion project carries a total value of RON 9.07 billion (excluding VAT) and will be delivered through two major design-and-build contracts covering a new metro line spanning approximately 10.84 km, plus a 1.1 km depot connection.
The works aim to significantly expand Bucharest’s metro network, reduce congestion, and support the European Union’s long-term emissions reduction targets for urban transport.
Lot 1 Award - Gara de Nord to Eroii Revoluției 2
The first contract, signed on 2 December 2025, was awarded to a joint venture consisting of:

The contract value for Lot 1 stands at RON 4,691,432,000.
This section will deliver:
A 6.38 km metro line
7 new stations and 7 interstations
Integration with the existing Metro Line 4 at Gara de Nord
Key stations including Știrbei Vodă, Uranus, Filaret, and Eroii Revoluției 2
Lot 2 Award - Eroii Revoluției 2 to Gara Progresul
The second contract, signed on 26 January 2026, was awarded to a Romanian construction consortium:

Concelex
The contract value for Lot 2 is RON 4,383,033,884.22.
This phase includes:
A 4.5 km metro extension plus depot connection
6 new stations including George Bacovia, Toporași, and Gara Progresul
Construction of a new aboveground depot
Timeline and Implementation
Both project lots will run in parallel, with a total implementation period of 60 months, including:
10 months of design
50 months of construction
4 months of testing and commissioning
Strategic Impact on Bucharest’s Urban Mobility
The metro expansion aligns with the EU Green Deal transport strategy, which aims to reduce greenhouse gas emissions by 60% by 2050. Urban transport currently contributes roughly 25% of transport-related CO₂ emissions, making public transit expansion a key priority.
