Description:
The Agency for Payments and Intervention for Agriculture (APIA) has started a procurement procedure for the award of a framework agreement for "Control services by monitoring agricultural plots"
In accordance with the provisions of Regulation no. 809/2014 establishing the rules of application of Regulationentity (EU) no. 1306/2013 of the European Parliament and of the Council regarding the integrated system of administration and control, rural development measures and cross-compliance, amended by EU Regulation no. 746/2018 regarding the introduction of monitoring control, in conjunction withlegislative amendments for the implementation of the new agricultural policy 2023-2027 (EC regulations no. 2116/2021, no. 1172/2022, respectively no. 1173/2022, with subsequent additions and amendments), three methods are possible for face checks place to determine eligibilityagricultural plots:
• classic on-site control that is carried out on the ground;
• remote sensing control (CwRS) which is carried out by photointerpretation of satellite or aerial orthoimages;
• monitoring controls as defined in article 40a of Regulation (EU) no. 809/2014, with subsequent amendments and additions.
Considering that, with the new Common Agricultural Policy, the "Integrated System of Administration and Control" will become the "Integrated System" and will work with the help of electronic databases (alphanumeric data) and geographical information systems...
