Description:
The framework agreement will be concluded with a single economic operator who will submit an admissible offer and will rank first after the evaluation of the offers. The framework agreement will be concluded for a period of 4 months, according to the provisions of art. 114, art. 115 paragraph 2 lit. a), art. 117 of Law 98/2016 on procurementor public with subsequent modifications and additions. Since the award criterion used is "the lowest price", the ranking of the offers is established by the ascending order of the respective prices, the winning offer being the one with the first place, respectively the one with the lowest pricet.
If the bidders with equal prices are on the first place in the price ranking, for the tie-breaker, new financial offers will be requested, through the SEAP application, which can be equal or reduced compared to the initial ones. Off. they will upload the documents containing the new financial proposals to SEAPhas, and the winning offer will be the one with the first place, respectively the one with the lowest price.
After the conclusion of the framework agreement by the contracting authority, subsequent contracts will be concluded according to its concrete needs.
