World Bank'sFinance, Competitiveness, and Innovation Global Practice (FCI GP) and the EuropeanCommission-s Directorate General for Regional and Urban Policy (DG REGIO) arecollaborating on an initiative to improve the effectiveness of SmartSpecialisation Strategies in the European Union (EU). In this collaboration, large-scale surveys with smalland medium-sized enterprises (SMEs) wereconducted in several European countries. The World Bank is contracting a firmto conduct a large-scale survey of firms on the level of digitalization inNorth-East Romania. Digitalization has the potential togenerate unprecedented value for the economy and transform entireindustries. A substantial share of theproductivity growth that the world has witnessed over the last several decadescan be attributed to the impact of digitalization by firms. Even more, thechanges brought by digital technologies will be positive as they will increasethe variety and volume of goods and services. The impact of digitalizationcould be incredibly transformative among SMEs. SMEs comprise a large proportionof firms in many countries and often remain far from the frontier of progressin the application of digital technologies. By adopting digital technologies,SMEs can boost efficiency by simplifying and consolidating routine proceduresand operations, eventually saving costs and becoming more competitive. They candiscover and target new markets and better adapt to quickly changing marketconditions with the latest products, services, and business models. Most SMEs in Romania need todigitalize even at a foundational level. In 2022,only 22% of SMEs in Romania had at least an essential degree of digitalintensity (in comparison to the EU average of 55%). Romania holds the 26thposition at the EU level in terms of digital performance (95% of SMEs have verylow & low digital intensity).
