Expression of Interest are invited for Supporting Research Sector Modernization Reforms in Romania. Publication Date: 19-Jan-2023 Expression of Interest Deadline: 02-Feb-2023 Assignment Title: Supporting the Modernization of Romanian Public Research Institutes Reference No.: The Romanian Ministry of Research, Innovation and Digitalization (MORID) requested World Bank Group (WBG) to support the research sector modernization reforms in Romania. Given the potential of the R&I sector to contribute to innovation outcomes and socioeconomic performance, under the 20222026 National Recovery and Resilience Plan (NRRP) , Romania has made extensive and ambitious commitments to modernize the sector through a set of targeted reforms and investments. Additionally, the ECs PSF report has laid out a detailed set of recommendations to assist the authorities with articulation of key sector reforms. The authorities are expected to implement at least 80 percent of the 30 PSF recommendations. The research modernization effort will be led by the Ministry of Research, Innovation and Digitization (MORID) and a special delivery unit - called PSF Unit - with around 17 experts has been established within MoRID to support NRRP implementation. In this context, the WBG provides targeted technical assistance to the ministerial task force and is looking to contract consulting services (the Services) to support this endeavour. The Services include 1) the creation of a cross-country report on research sector modernization reforms including a literature review to identify recent developments in this regard, and 2) supporting the modernization of select public research institutes in Romania, including developing, consulting, tailoring, and supporting the implementation of assessments and transformation plans for select institutes. The Services will start immediately after contracting (February 2023) and is expected to be finalized by December 2024.
