Description:
Expression of Interest are invited for Technical Consultant - New Hospital Construction Pre-Feasibility Assessment. The PPP and Transaction Advisory unit of IFC is in advanced discussions with two municipalities in Romania to conduct pre-feasibility assessments for construction of new hospitals in each of the municipalities with an envisaged 450 and 1000 bed capacity, respectively, and potential for introduction of private sector participation for the design, financing, construction, equipping and maintenance of this infrastructure. In anticipation of the signing of this pre-assessment mandate, IFC is seeking to launch the procurement process to select and recruit an international technical-consulting firm to support its mandate. The work of the technical consultants will focus on tasks below for one or both municipalities: - Assessing existing hospital activity to determine the optimal size of the new hospitals; - Providing an initial estimate of the size of capital expenditure for the project and future operational expenditures, including a high-level assessment of the equipment needs; - Outlining major possible risks related to project implementation from a technical and operational perspective. The Technical Consultant is expected to have both the skills and experience necessary to undertake the range of tasks in similar type of projects. In particular, the Consultant should demonstrate experience in: - Providing technical advice in PPP transactions in different countries in the past 10 years (preferably experience in EU countries and healthcare sector); - Providing technical advice for investment projects in infrastructure and social facilities in the EU in the past 10 years, with required experience in the healthcare sector; -Ability to deploy its resources internationally.
